Correct, the format is not consistent with MOST military unit markings, but there may be some rare exception. It is also possible that the marks were applied by a veterans group, theatrical supply company or who knows what type organization that had a few guns and wanted to mark them in a way that made sense to them at the time, but the meaning has been lost over the years. But, my gut feeling is San Fran Police Board. As always, my free advice comes with a full money back guarantee.
