Why .45-70? You mention 1870, long before the .45-70 was issued. What little I know about the Texas militia/ Rangers of the period tends toward the issuance of .50-70 Sharps. A review of issues to Texas under the Militia Act, via the Annual Reports of the Secretary of War, might answer some questions. Certainly, by the 1880's the 1873 Springfields might be on issue to the various states. The ARSW Chief of Ordnance might list belts.
