Dick, the barr3ls were produced at Springfield under a contract that paid Springfield for the items. The V/P/eagle stamping have to do with the exterior of the barrel and front sight. The last P is added after the barrel has been cut for the receiver, receiver mounted and three rounds were fired in the assembly. If everything was satisfactory, then the last p is added to the sequence. (Ordnance 22 information). Evidently, Whitney arms did not want receivers on the barrels that Springfield made for them.
