The WD was in a race to dispose of their 66's to France. While the proceeds went into the General Treasury and not the OD, just getting rid of these and CW arms, all obsolete, meant that the need for newer arms was then open to discussion with the Congress. Hearings in the Congress lists the sales figures and the questionable dealings sometimes used to sell the old arms.
