Before we class all rifles "assembled" by J.W. Frazier and Hartley & Graham in the 1880s as 2nd class or less, know that such rifles were purchased by the Adjutants-General of New Jersey, South Carolina and (if I recall correctly) Pennsylvania for issue to the Nat. Guard. Theses rifles were listed as "new" in the companies' inventory, and specifically were accounted for with 2 or 3 click tumblers, Buffington or earlier rear sights, etc.
