Dumping of Trapdoors

I hope this is a proper subject. At a recent gun show I bought a pamphlet titled " The Trap-Door Springfield in The Service" by Col. Philip Shockley. On page 28 he states, " Shortly after the United States entered World War 11 all lots of 45-70 arms not in government or state storage were purchased by the government from retail merchants and either destroyed or consigned to the depths of the ocean. Tons of arms were dumped in New York Harbour." I have been shooting Trapdoors and going to every gun show I could since 1960, I have never heard of this in all my travels. Is it true? How many arms? Where can I research this? Thank you A Trapdoor wonk.
