Ned- I don't think you missed anything. The block is an early one on a late barreled receiver with no finish. (I looked at it bout 10 days ago and decided it was greatly over priced and not useful for much of anything anyway.)

This is legally an antique under federal law and as far as I know neither Maine nor Arizona have any goofy additional restrictions of their own on antiques which would require them to be treated as post-1898 arms.

They run a huge operation, and it is probably easier for them to just treat everything as requiring FFL treatment than to try to sort them out. Or, maybe the guys who understand the law were not the ones talking to you.
