The reason you are striking high is that with the Buffington leaf down you are presented with the "battle" sight, which is set for about 275 yards. Raising the leaf will permit setting the sights for 100 yds, and you should ultimately be able to find a load which will shoot pretty much in accordance with the graduations.

That all said, Larry's suggestion is by FAR the most practical, and is totally non-invasive. Just shoot a group of at least 5 (10 is better) VERY carefully, then determine the center of that group, and then the vertical distance from that center point to your aiming point - and just offset your targets accordingly. Since you won't be impacting your lower bull at all, it will last forever - in fact you could spray-paint a permanent aiming point on your target backer, and just replace the uppers.
