Does the slide go up and down by turning the knob? If not, you simply have a sight with the rack slider from the rack-and-pinion system - a not uncommon occurance. That serial number is fairly close to the period of the R&P experiment, which was a failure.
Do not know what to say about the tang screw, other then to think that it may have been reshaped by a prior owner? As to the FP, am not clear on how/why you would think there was a spring if there wasn't? If there is no spring what would make it resist pressure? Color me puzzled. The spring-loaded pin assembly was dropped several years before the period of your rifle.
