Sorry for gving up too quickly - my trusty 1907 Army Register yielded up one Colden L'H. Ruggles, Major, USOD - in the correct (1890s) time period. That would pretty well seem to be the guy.

For the record, the dies found were:

.50-70 resizing die, OEM, Otho Ernest Michaelis

.45-70 resizing die, OML, Ormond Mitchell Lissak

.45-70 resizing die, Ruggles as above

.30-40 body gauge, Gilbert Henry Stewart

Pretty fancy names, all of 'em. :-)
