Nice bores are not all that uncommon. If a rifle was not shot much, was properly cleaned, and kept oiled, they can survive in excellent shape.

If marked MASS, it was purchased by the state of Massachusetts. It isn't "unissued" and certainly not "unfired" but probably saw little use beyond drilling on the parade ground. Chances of learnig any history are about 1 in 20, but the first requirement is a serial number.
