I'd have to assume the overwhelming reason the Allin designs (1st AND 2nd) were chosen was the fact that they made substantial use of the mountains of spare musket parts (such as complete locks AND the stocks which were mortised for same) already bought and paid for.

I'm sure there was also a certain degree of favoritism shown to an American design, and by an SA employee no less - but I believe the money was the overriding factor.
