I did some research on the gunsmithing angle to this subject when I desided to put an MVA tangsight on my Gemmer TD. Besides getting the screw holes dead along the centerline and angled properly, the sight base has to be leveled front to back and left to right to ensure that the staff is plumb. If not, for example, your windage zero will change if you make elevation changes. I decided to leave it to a pro. I didn't want to mess it up after putting a pretty good lump of cash into building the rifle.
