To the best of my knowledge, there is no such thing as a "standard" dimension for such things. As you say, it should be on the wood - trying to make the tang screw do double duty would be wrong, and non-prototypical.

You may have to modify the comb, but, since it is an H&R that should be of no concern - you just want it to be graceful in appearance when completed. I'd allow perhaps 1/4" (at least 3/16") between the sight base and the tang, since tangent (touching) circular intersections do not look pleasing. Of course, it needs to work with your eye as well. The thumb will be an issue no matter what you do.

The absolutely critical point is that you get it dead-on the centerline, so that the rifle is not canted when the sight leaf is erect. Nothing will drive you crazy faster - and - at very long ranges, cant will actually affect accuracy - that is why many front sights of the period incorporated a spirit level.
