Remember, when the breech block is open the extractor is being held in the "extracted" position. To load you need to start the cartridge in and then when the breech block is closed it will allow the extractor to move forward the last 3/8" or so, and seat the round.

Of course, if you cannot force the block closed, then there is some sort of obstruction in the chamber. You may be able to detect some scrapes on the lead bullet where it is running into something in the chamber.
