I'm sure you checked for obvious bore obstructions, etc., but is there any chance of a separated case stuck in the front part of the chamber? Occasionaly the ring of metal is so small, and has become so highly polished from repeated cleaning that it is almost impossible to see.

Assuming nothing has been done to the rifle, and the cartridges are normal length (2.1" case) it is hard to imagine what else could be wrong.
