Dick, I just can't believe that an ordnance sergeant would be authorized to modify government arms. As you point out, the work appears to be too crude. Only an ordnance depot (short "e", as in "depth") would have the artisans who could do quality work-emphasis on "quality"! It has to to be post military and I will believe that unless and until a, S.O. appears.
