Sorry for the delay on posting back about this, I was too busy until today to try any of the options out. Thanks for all the responses!

I tried the lacquer thinner first. It worked quite well, and removed almost all the paint quickly and easily, so I didn't need to try anything else.

Unfortunately it looks like the paint was used to give a consistent silver finish to the metal on the entire gun, and mask the combination of sanded areas with no original finish remaining, and un-sanded areas retaining the original finish.

Luckily the lock, hammer, breech block, barrel band, butt plate, trigger gaurd, and most of the sight escaped the wrath of the sandpaper, unfortunately the barrel, receiver, and tang weren't so lucky. I really hate to refinish a barrel/receiver with a perfectly aligned index. But, I guess you could say that it's already been "refinished" at least once, so it would probably be best to make it look good.
