Try opening the block without the distraction of a casing. As it comes near vertical, there should be a very distinct, clearly audible click, as the extractor snaps out of its' slot. I'm guessing, like John, that you have a broken - or missing - spring. For some reason the extractor spring hole seems to be a magnet for dirt, fouling, rust, etc. Sometimes the spring is just clogged/jammed. No matter what, the problem can easily be solved at no great expense.
