Yes, that is the 1906 Fencing Musket - actually, barrel should be 24" when properly measured on the inside. If a brand-new rifle was converted (some were) it might have a really nice bore. Originally there would have been three lead plugs, each about 7" long, cast in place - assume yours have been removed.

You can replace the missing parts, but will need to plug the holes, and add a front sight, if you are going to shoot it. Depending on how much you can do yourself, it would probably run between $250 and $500 to make it fully functional.
