We still see the older 19,000 psi figure but it is based on C.U.P. measurement and of questionable source. SAAMI specifies a MAP (Maximum Average Pressure) of 28,000 psi for both C.U.P and peizo-transducer psi measurement.
The COW and Dacron are both fillers (not mixed in any way with the powder) and hold the powder back against the primer.
