Rock Island Metcalfe

I was just looking through the Rock Island Auction catalog for their upcoming auction tomorrow. Item 3507 is a 73 Springfield with the Metcalfe attachment. What got my attention was their estimated low and high prices on the rifle. $14,000 minimum and $22,500 max. Wow!!! Where do they get these values or am I missing something? The rifle doesn't even have a Metcalfe wooden block if I read things correctly.

How do auction houses determine the values that they publish in their catalogs?
