Lockplates were black - oil casehardened. Blocks (and tangs) were in brilliant rainbow colors from water casehardening. If either is blue, it has been refinished - but if a steely gray, then probably just faded.

The stock mark is sort of unit or owner ID, from period of use. No way to know for sure. The more common format of, say, 2/F/46 means Second XXXXXX Infantry, Co. F, rack #46.
