As you know the Government contracted with 3 civilian cartridge makers in their quest to find and develop a outside primed reloadable case. The 3 mfgers were Winchester, Union Metallic Cartridge Co, an the United States Cartridge Co. The headstamps will be W for Winchester, L for US Cartridge Co, and B for Union Metallic Co. As you suggest, the case head will have the month and date of Mfg along with B,L, or W. I do have a 12-78 Winchester as well as a 3-80 US Caartridge Co. case. When they started and stopped is a good question. I suspect, that the ratio of contract cases depends on the area. The (B) Bridgeport is the most common in my area.
