Serial numbers apparently were only important in accounting in the production process for totalling up the amount produced yearly.. Only rarely will one find who a weapon was issued to. Courtsmartial sometimes mention numbers as do boards of survey. To the 19th century mindset, serial numbers were NOT important. Be thankful, for what is available, recordwise, and save your sanity over what cannot be recovered. I'd love to know what rifle Cpl John Haddo (MOH for thw 1876-1877 winter campaign, B/5 INF) had when he was KIA on September 30, 1877, at Bear Paw Mountain. It might be one of several rifle held in company storage at the time of the turn in. No one will ever know.
