I agree the advance to breech loading eliminated the under size bullet for loading purposes, but the SA still required an undersize bullet to expand to the bore for several reasons, one-accuracy, as a solider could not afford to wipe his bore every few shots and the larger bore would allow more build up, Second- the SA tolerance allowing as much as a .463 bore, and an original alloy of 16-1 and then 20-1 I believe. If the bullet didnt expand there would have been little to no accuracy, which was the sole purpose of Spence's book on reloading for this type bore. Just my two cents.
