Trapdoor carbine boot

I have a couple of vintage Model 1887 Springfield trapdoor carbine boots. They are identical down to the placement of the holes in the girth and saddle straps. One of them is marked "Rock Island Arsenal" and has a couple of other marks stamped on it. The other one has an inspector's initials and the number "39" stamped on it but there is no indication it was ever stamped with the RIA stamp. Were these carbine boots contract-manufactured in addition to RIA-manufactured? Thanks for your help.
