fred, i've been able to get 50-90 cases trimmed to 1 15/16 inches to chamber in my model 70 springfield, and it seems to improve the grouping considerably. using the standard lyman 50-70 gov't bullet, i can put a full seventy grains of 1f powder behind it without a drop tube. i just compress it with the bullet about a hundred thousandths. i'm sure that you could drop tube eighty grains into it with little effort. as far as safety goes, i cant tell you anything other than you may want to add a recoil pad.
