Probably just decoration added by an owner after it left military service.

This sort of decoration seems to have been most popular in the 1940s-50s and in those days trapdoors were considered to be "old guns" but not much (if any) collector interest so owners pretty much molested them any way they liked.

Plastic or Plexiglas type material was most common in the 1940s-50s but other materials were also used.

Although my guess is for that time period, this could have been done practically any time from circa 1900 to the present.
