Yes, that is correct - I would have to drastically reduce the value quoted, down to $400-$500 or so.

To "restore" it would be expensive and time-consuming. You would pretty much have to sacrifice an entire original musket to do it. If you go that route, look for a wounded duck which doesn't have its' lock, or has a shattered buttstock, for example. That will drive your overall expense WAY down. And, you'd have a few left-over parts to defray costs but probably not much.
