If the gun meets the Federal definition of "antique gun" (ie: made before Jan, 1, 1899), then no FFL holder need be involved. ...unless this is some crazy California law.

Example: One can buy a 30-30 Winchester M. 1894 (made in 1898)and have it delivered right to their house, buit if the same gun (same caliber) was made in 1899 - then & only then need it be shipped to an FFL holder.
