Can't say about changing parts without seeing the gun, but it is VERY possible.

WD40 and steel wool for the rust.

Value - about $300, maybe, as I understand your description. You MAY not be measuring the barrel correctly (it should be 22" INSIDE) but that does not change the fact that it is VERY unlikely to be a real carbine, MANY rifles have been cut-down over the years for hunting, etc.

Does it have a bar and ring on the left side? Is there a groove, or a patch, in the stock ahead of the band?
