The arm HAS been at least partly re-finished, since the block would have originally been color case-hardened. However, if it has been sitting for 60 years, it could be a very old - perhaps even an arsenal "in-service" - refinish. The rear sight is another matter - that is a late 1889 number, and there is no way that the M1879 sight is "as-built". Note the slotted screws - if SA had put them on, they would be slotless.
A little steel wool and oil would make it look 100 percent better, but I concur with Ernie as to value. If it has a minty bore for shooting, I'd try and get it for $500-$600 or so - with $750 as an ABSOLUTE upper limit. Remember, it's a buyer's market.
