I can't give you the definitive answer, but it probably has much to do with how things are interpreted. For examples...

"To ensure the implementation, by States Parties, of treaties in areas such as arms control and disarmament and of international humanitarian law and human rights law, and call upon all States to consider signing and ratifying the Rome Statute of the International Criminal Court."

Arms control...whazzat mean???


"To strive for the elimination of weapons of mass destruction, particularly nuclear weapons, and to keep all options open for achieving this aim, including the possibility of convening an international conference to identify ways of eliminating nuclear dangers."

Weapons of mass destruction, PARTICULARLY (but not limited to) nuclear weapons. Might a Ruger Mini 14 be a weapon of mass destruction?


"To take concerted action to end illicit traffic in small arms and light weapons, especially by making arms transfers more transparent and supporting regional disarmament measures, taking account of all the recommendations of the forthcoming United Nations Conference on Illicit Trade in Small Arms and Light Weapons."

Uhhh...let me guess...illicit traffic = gun shows?


An antigun politician/lawyer could have a field day with this and it would be up to the courts to resolve it.
